i dont know if it helps you, but when i had my Pocket PC, Microsoft Active Sync made my computer do the exact same thing. Was a real pain for games when it did that.
I just closed the PPC connection on the PPC before removing the PDA from the cradle, and that stopped al lthe lags.

I overclock my iPAQ 5450. I usually go to about 500mhz, and that seems to have a good speed/heat/battery ratio.

Its turns the system off, but stores anything you were doing etc onto the hard disk, so when you turn it back on, you can resume where you left off.

i have a diamond max 9 40gb 7200rpm drive.
