i pretty much have what you have, when running my 3.0 @ 3.9 and overclocking my GPU, cooling my CPU, GPU and HDD i have managed to keep my temps below 55ºC with a room temperature of 26ºC. All i am using in a Black Ice Xtreme and a high speed panaflow.
yea im in the 3.9 boat too. Which is really good. i am not sure if i want to push 4.0 with my brand new machine. Maybe in a year or two, but i don't want to shitcan my stuff i spend upwards of $1000 for.
How much voltage is bad for the processor to run at? i never went above ~1.47
what i did was take my cpu fan apart amd stuck the fan on the side of the power supply. that way it will boot and it also cools the PWMs. i was looking for a solution, but could not find one.

I too have an Antec and are currently doing what you want to do. But i have an BIX mounted on that 120mm fan spot. Well i have a pic, but i have to reseize cause its 1600x1200
well i was trying to give you a few numbers to help you out. Whether they are useful to you or not. thats your decision, but i am only doing what the thread tells me to do.
I run a p4 530J 3.0 and x800 and my wd raptor with a BIX with a high speed 120mm panaflo and a 150gph pump and my temps at room temp (24C) are 37C idle and 45C full load for an hour with the fan at fullspeed. When i have it majorly overclocked. my temps get as high as 51C
Do you just want to cool the CPU or the video card also. And $150 is going to be kinda tight unless you find some used parts. but its going to boil down to this:

I too am in this boat. I have a 3.0 and i got 3.85 out of it with the old psu. then i got an Enermax and i was able to get it to 3.9 and havn't tried it past that yet.

i like water cooling. Air is just too, how do you say? ummm abundent.
but really i like it for its efficiency and its lack of noise. And as stated above, it is NOT just all hook up tubing and its done. It has its own art too.
well i havn't looked the whole thing over yet. but i will when i change out the pump this week. i will put some water in and then hook it up to my air compressor with a little pressure and see if i can hear a leak or something.
