Fallout 4 is capped at 60 fps because of Bethesda's crap engine. You can unlock the framerate with a config change, but the physics are tied to the frame rate so the game will actually run faster if you go over 60 fps:

Left side is great, upper-right might be acceptable, but the bottom right is really bad.
It does look good and sharp at 60hz, even at 2048x1536. I probably won't mess with it then, I didn't realize how hard it would be to get it back to its default setting if I ended up making it worse..
