not a life altering question, but is there a reason that there are two boxes with Forum posts on the front page?

It isn't obvious to me how an item may appear in the top box v. the bottom box. Like I said not earth shaking but just curious.
 
Considering they generally frame out an advertising segment, I would think that is their purpose.
