I seem to have narrowed it to Logitech SetPoint 4.80. If I remove it from startup then the sound does not play. However, when I launch it after Windows loads it does not play as well.
Why would it cause the device connect sound to play when it is in startup only? :confused:

I pulled the HD and ran the rig. No noise. So that means it is not the fans.
However, with no HD the processor is not "processing" any data.

The Western Digital Black is the loudest drive on the market next to the VelociRaptor. However, that stills makes it the loudest 7200rpm drive on the market. I just returned mine two days ago. I didn't feel the performance was worth the noise.
