A 280x for $200 is still bonkers high. Those should be $60, $80 tops. In Jan 2020 I built my son a rig with an $88 4GB RX580 off ebay. There were plenty around that price.
Based on ebay prices, you're looking at an OEM 1660 Super for $600. I'm sure H can do better (they did for me). If you want anything close to "normal" pricing you have to go back to ~2014 or older cards (280, 760, etc). Personally not a fan of proof-of-stake but it's necessary to get out of this...

I tried getting any combination of 1650/1660/1660ti/Super for a couple weeks on here, best anyone had was a 1050ti. If you want a 4GB RX 570/580, those are easy to get at a good price here. GL
This is what I'd do, post on Craigslist or call one of the local, small computer shops (they barley still exist). Throw a $20 their way and 15 minutes later you're good.
4GB of VRAM will be fine for 1080p for another 4-5 years. I saw that 1650 Super at BB but couldn't justify the price difference over a 570/580 on these forums. Unless you're severely constrained by your power supply that is.

If you're not really gaming on it, throw in a 2GB 750ti. Those are old enough to be shielded from these rona price shenanigans and they don't need extra power.
