Not exactly steam, but you can "buy" the free GTA5 game and get a $10 coupon from Epic and use it to buy RDR.
I think they gave me a $10 coupon for buying the free game.

Edit. You can no longer "buy" GTA5 for free. And to be clear you would still pay 37.99 (after the coupon) for RDR2.

Update. I just read on Reddit you can still get RD2 for cheap from Epic: "Buy" the free Civ6 game and get the $10 off coupon.
