I have good, but pretty old heat feedback (see sig). Haven't been coming on here as of lately, just need to speed up my parent's PC.

I want to buy the following:
- CPU: Socket 939 Processor such as a 3800 X2 or a 4000+. (got one now)
- RAM: Need 2GB of DDR 400 PC3200 RAM (got it, thanks)

got everything I need now.

Just a suggestion you might be able to build a newer pc for a little bit more. The old dual core 939 command a premium since they were the first dual cores of their kind.

This little combo should be quite a bit faster than a 939 processor and once you get the rebate it is cheaper for the video card and mobo than just the mobo alone. You could sell the video card to make it even cheaper and just reuse the hard drive, case, and psu. I just don't know if your os is transferable though.
