Win7: Can I use an external touchpad for specific apps ONLY, Not Explorer?

I have a couple of Windows 7 applications that can use a touchpad for gestures (primarily Pot Player). So I bought a small, external wireless USB touchpad for this purpose. But Windows Explorer always just grabs and dominates it completely. But I emphatically do NOT want Explorer to use it at all! I just want those few applications to see and use it exclusively.

Is there some way to do this? To hide it, so to speak, from Explorer and everything else except for a couple of specific applications -- or even only a single one? If so, how?

I realize that's probably a tall order, but even it would require considerable effort on my part, please let me know, at least in general terms.

Are you sure it's not just Windows 7 that's the actual problem?

I don't recall multi touch support being especially good on Windows 7.

I don't think it's a Windows 7 Pro issue, since the exact same thing happens with all of my Win 10 Pro systems as well,
