Where do you go for free website templates?

That is a very broad question......have you looked at the wordpress stuff? Not only website templates but also content management.

As far as Content Management Systems, Wordpress and Joomla are good.

If you're just looking for a template, you may as well write it from scratch yourself. In order to edit the template to your liking, you'll need to learn html/css anyways, so you may as well just do it right from the start.
