What does Wireless Required for GPS mean?

I'm considering a 7" tablet, Dell Streak. One of the features is GPS, but it says Wireless required? Is that basically 3G/4G service they are talking about? Is it because the info streams in?

I planned to only get the Wi-Fi version

I wouldn't mind a GPS that would still give maps and position. Route calculation wouldn't be a must. Wondering if the GPS still gives position and maps without Wireless and Wireless is needed for turn by turn & routes feature?
 
I am guessing to load the maps. You would need to find an app that has all the map info preloaded so all you would need is a gps signal
 
Navigon has maps that are downloaded to your device, so all you need to get routing & position is the GPS device.
