Weird display issue on my laptop

I'm not the original owner so I don't know how it started. I just want to make sure this is a display issue before buying a new display. As you can see in the video, the top of the screen sometimes displays at the bottom.

Also, if nobody knows what the issue is, is there some software I can install to change the display area so this section of the screen is unused?
