Youtube videos looking this sometimes uninstalled YouTube App to no avail works fine on my PC no distortion.

That is Youtube embedded in a web page. Do you still see the same thing in the Youtube app directly?

No standalone app is fine it open happens to some videos when posted and not others I was thinking copyrighted videos that get fuzzed out?

Did you root+flash a custom rom? On some phones that can mess up DRM so you can't watch protected content.

Fixed it changed the settings to 720P was on 480p
