Video Card failing?

I've been having some issues with my video card. I've tried uninstalling it, physically reseating it, etc. but I've had no luck.

First what will happen is my cursor will stop looking right (it looks like it's putting 8 copies of the cursor on the screen)

After a couple minutes of that, my monitors will start flickering (flashing and vertical or horizontal lines, sometimes vertical sometimes horizontal)

I'm pretty sure the video card is dieing. Am I correct in that?

You'll want to try it in another machine first. But that would be my guess, that it's dying.

eta: gfx card is a radeon 3650, less than 4 months old, win7 ultimate 64bit
