UT2k4 Dedicated Servers and assorted pain

Alright, I've got a crappy old 1-GHz Pentium III rig with 512 RAM and I'm using as a server. I want to set up a dedicated server for UT2k4 on LAN in my house. This means I do not want it contacting the outside world AT ALL (I have an internet connection, but I don't want it public, I don't want it talking to the UT site, etc.). I've tried reading around about how to modify the UT2004.ini file, but frankly it's a little mind-bogglingly big, and my attemps have been mared with failure (it gives me errors about trying to connect whenever I start the server.) If anyone has any suggestions with this, that's what I'm looking for.
