Those of you that sell motherboards here -- what do you guys do about missing I/O plates ?

you inform people about what's included and you make sure to let them know. For example, when I sell motherboard I'll say

Gigabyte 785G-US2H, Includes ALL ORIGINAL accessories. (then if they want to know what's originally included they would check newegg.)

If I don't have an I/O shield I'd say
Gigabyte 785G-US2H, includes only 1 sata cable, 1 ide cable, NO I/O Plate.

You get the idea, something to grab their attention, I like to be informative as possible whereas other people just list items.

For those times I bought boards with missing I/O plates I try to contact the board vendor and check out their prices. I also check ebay. There is a UK sellers that makes I/O panels out of steel and they are really top notch for roughly $12~$15. Takes about 6 days to get here from the UK.
