Ryzen_Balanced_Plan.ppkg Installation Failure (Hint: Privacy Settings)

I couldn't get the provisioning package to install.

Then I noticed provisioning is in section of settings for School (WTF??)
I figure maybe this ppkg for no good reason wants to know who I am.

So I disconnect from internet, un-immunize Spybot Anti-beacon, and
tell windows its OK for apps to see my ID.

Now the power plan installs sucessfully!

Re-immunize all my old privacy settings, reconnect to icky spyweb...

No idea which specific settings were responsible. Hopefully the next
few who experience this problem will post something here to narrow
it down further.
