Restoring windows to a blank computer?

I have an older laptop that the hard drive died in several months ago. I bought a cheap SSD to replace it, but of course I have no windows media to reinstall like in the old days. I think I just found the backup I made from within windows (10) on a spare USB drive.

What do I need to do to restore this to a totally blank computer? Obviously I can't use the options in windows to restore the backup...there is no windows.

Can I hook the new SSD up to my other laptop via USB enclosure and somehow restore windows to the new drive before installing it? I'm really confused about how to start here...
 
^yup then it should activate itself and you can restore the backup if theres data in it.
 
I found the Windows 10 download...I didn't realize you could just download it directly from Microsoft these days. On my old computer now! :)
