Home use (AKA not uber-expensive)

New/used doesn't matter, home use only, not production.

Minimum 16x 10/100/1000

Must support link aggregation (LACP and static)

No requirement for mini GBIC or anything, just going to be using the RJ-45 ports.
 
I just bought a HP 1810g-24 for home use. Supports your requirements, I paid like 265 new at newegg, during a sale. Think it's 285 normally.

I'm quite happy with it, plus lifetime warranty!
 
You can pick up Dell 5324's on ebay for $100. Then flash them with 2010 firmware update from Dell.

(Psst--same H/W as Foundry EdgeIron, and a couple other 24-port switches that look exactly the same)

I don't load it heavily, but I've had 1/2 it's ports on 3 LACP and 1 roundrobin aggros and it it slings pkts like a boss.
