Programming Forums? Programming IRC Channels?

Are there any programming dedicated forums you guys go too? (mainly C++ and PHP for people who are not newbies yet haven't mastered these two languages). How about IRC channels? Usenets or anything else you guys can think of?

Im with this guy, you can also find a channel for about every program that uses an opensource style license. There is also irc.oftc.net, but I don't get on that net much.
