Oblivion - What kinda stuff does the difficulty bar change?

Since the game it self scales to your level (most of the time, over compensating). I have been debating using it, but wondering if it kills the challenge that the game has.

Does it just give them less gear? Or less HP? What happens?

Assuming its the same as Morrowind,

You do less damage, monsters do more.

Thats about it.

Thats not bad - so it just makes it 'technically' easier to kill mobs - it doesn't make the dumber or anything?

Because I'm getting really annoyed with my glass mace ain't hurting anything.. (12 damage). Nor does my Daedrae warrior do anything to them..
