New parts = blue screen at windows splash screen

So I got my 4770k and asus z87 pro in. Everything is good, except when it gets to the windows boot/splash screen. I get the blue screen and it restarts.

1. Already tried different sticks of memory.
2. Updated MB bios.
3. No overclock. This is the first time I'm trying to boot it up.
4. Tried system repair.
5. Tried system restore.
6. Widows 7
7. No go in safe mode.
8. Went from x58 to z87
9. Same Crucial M4 256GB

Should I try re-installing windows or will that be a waste of time? What else?

What version of Windows? A pretty immediate blue screen many times has to do with storage driver issues. Did you change from IDE to AHCI in the BIOS? Is this a different motherboard chipset? Have you tried Safe Mode?

Old was on AHCI and so is the new MB. Went from X58 to Z87. No go in safe mode.
 
You've moved beyond my knowledge. With that big of a change, I would have assumed I needed to reinstall the OS. There might be a way to boot into recovery mode and change services/drivers that load in the registry offline, but I don't know how to do it.
 
I'm 99% sure this is a hardware problem. Check the CPU temps in the BIOS, maybe the heatsink isn't seated properly and is causing it to overheat.
