Missing Recycle Bin in reformatted drives

When I reformat a drive in Drive Management, I end up with a folder called RECYCLER.
If you reformat under DOS you get the Recycle Bin.

(This is on an storage only HDD)

They are both "hidden folders", but is there any way to change it to a Recycle Bin?
 
I don't think you need to rename it. I have the same folders on my drives at home and I don't recall them being named Recycle Bin. They were always name Recycler-S-<insert long numbers here>.
 
Those folders are part of how the Recycle Bin works. When you delete a file on that drive/partition the file is moved into that hidden directory until you clear the Recycle Bin.

If you delete or otherwise rename the folder Windows will just re-create it automatically.
 
I know they are hidden folders and that they are all tide in together, but the drives reformatted under DOS has an actual hidden recycle bin icon instead of the recycler folder.

With the hidden icon, I can empty the bin without going to my desktop. Renaming it is not an option. One is a folder and one is a icon.
Oh, the file system has been ruled out.
