Import GPO XML top stand alone server

Does anyone know how to import a GPO XML to a stand alone server?

I'm trying to lock down several Windows 2008 server w/o joining the domain and was trying to find a faster way then making the changes by hand.
I was given a GPO XML and I've searched technet and can only find a script to create an environment from an XML? My server 2008 books don't mention running a server as standalone...

alternatively, could I import this XML to the DC,
join the server to the DC,
and leave the DC w/the GPO security settings intact?

so all I could come across was this: http://msdn.microsoft.com/en-us/library/aa814151(v=vs.85).aspx#_win32_creating_an_xml_file_that_represents_a_policy_environment which gives me a script to create to create a GPO from an xml? I'm assuming this is what I could use? but does this work on a standalone computer w/o a Group Policy?

Anyone know or try this before?
