How can i limit my bandwidth speeds?

Hello.

Im on a network of 3 pc's, my PC is the server running the internet connection.

My sister got a webcam for christmas, and its hogging the bandwidth, making any online game unplayable, and general websites slow.

I used to use net limiter for my general limits of certain applications, but it does not work in this case. Is there any software that i can use to limit the upload rate so i can get some bandwidth back?

why not try one of those WR54TG or whatever they are (sorry bad memory) the linksys that can be flashed with the sveasoft that has QoS?
