help with foscam (2 different public IPS (router dif than whatsmyip)

So im trying to set up my foscam to be able to see it remotley. I was able to do this with my previous ISP but now its a whole different story.

basically after speaking with Foscam support they mention I hjad all my settings correct but I will not be able to access the camera because my router had a different IP than my global IP.

NOTE NEITHER ARE PRIVATE IPS

one of them is 100.x.x.x
and the other is 24.x.x.x

Not sure the truth behind this claim or if he just had no idea what to do.

router is a linksys e1000 foscam is 8910w

NOTES: I don't have a physical modem.

I have a fiber conection so they sorth of just have a rj45 cable from a power converter to my PC and thats literary it
 
So you are going from a fiber connector, to RJ45 then directly into your PC? Where does your router come into play? How is your router connecting to your network?

I use a fiber connection, which is converted to RJ45 then plugs into my router so it seems weird how it is set up.
