I was wondering if it is possible to provision virtual machines from Windows 8?

Yes, not Server.

For now I have a workstation with 2 x E5-2699 v3 running windows 8.

Some of the users want to be able to remotely connect and create a VM for testing some applications. Is this possible?

If not, what would I need to get this capability?

What I am trying to figure out is something along the lines of when I used Rackspace and Amazon.

Off course, Open Source, or freeware would be awesome.

Right now, I am using TeamViewer and just letting folks use VMWare Wrokstation to create VMs, but as you can imagine, this is not optimal.

It sounds like you're looking for something that would let your users dynamically spin up a Windows 8 VM (or 50) and manage them remotely, correct?

If so, you're best bet would be something like Proxmox VE, ESXi, XenServer, etc. These would require you to dedicate the workstation to this role (no local GUI usage, etc), but if that's not an obstacle any of them should cover it.

If you need local usage with a GUI, maybe consider switching to a server version of Windows and enabling the Hyper-V role. They should be able to remotely manage VMs from their workstations.

Uhmm... never even considered Hyper-V...

Will look into it. Thanks for hint.
