HELP!! New P4 won't boot :(

Hey all. I just bought an OEM P4 3.0E Prescott, and I cannot get the computer to boot. My older 2.66 GHz Northwood boots just fine, so I’m not sure what’s going on. I installed the newest BIOS update and I have the BIOS config jumper in the configure position. This thing just doesn’t want to work.

Any suggestions that anyone could make would be very helpful.

Is the computer just not turning on but u know the PSU is working or is it just not making it past a certain screen?

I had a similiar problem twice, first time was that he CPU was actually shot and 2nd time I had a short somewhere. Disassemblying and reassembling solved my problem. I would check if the CPU is seated correctly.
 
I think i have a revision of the motherboard that's just too old to take this CPU. Selling time i guess.
 
you said it doesnt boot , does that mean it doesnt start or does it mean it starts but doesnt go to windows?
