GTA3 for PC running too fast!?

Just got this game for PC after having it on PS2 and Xbox but for some reason the game runs too fast at time.

I have vsync on and the frame limiter on but at times everything will go as if in fast forward.

Anyone know why? The fps counter will say about 50-60 but the guy and everything else moves too fast.

Did you try setting processor affinity?

No i didn't but I'll give it a try, is this a known issue?

have you tried setting frame limiter to YES in the options. I had that problem back when it came out. Using the frame limiter sorted the problem
