I am helping my dad build a pc, and he has some pretty significant high frequency hearing loss. That being said, he told me wants "good speakers for music". I was thinking that a 2.0 setup with some sort of sound card so that I can EQ the sound would be best. Any thoughts or recommendations?

Get good two-way speakers (woofer and tweeter) and use the EQ cut the low and mid frequencies, yep. I'm a pretty big Audioengine A5 fan myself, and the X-Fis (the real X-Fis with the EMU20K1t or EMU20K2 chip) have a very capable and competent hardware equalizer built in that's easy to work with.
