Yes, you are able to delete/replace data you have stored on it.

If you are using XP, then no, you won't need a driver. If you are using Win98, then Yes, you will likely need a driver, but many of the USB keys come with a mini disc that has the driver on it. I can't tell if the one you are looking at includes a driver for win98.

You can download a win98 driver for it Here if it doesn't come with a disc.
 
An addendum...

WinXP and Win2K work fine with thumb drives with no extra software... BUT, on win2K you need to look down next to the clock and "unmount" the thumb drive before you unplug it... or else in my experience, all the files you copied on there will be either corrupt or not there.
