DSL Uploading problem

Im running Verizon DSL in the Seattle area and i have a pretty serious problem. I can download just fine, ~60-85Kb/sec.. but if I try and upload even at 2Kb/sec I have problems loading webpages, pictures, or pretty much anything. My whole entire connection just gets all hosed up. We had a guy come a while ago to check it out and he said there werent any problems, but im not so sure. What do you guys think could cause this problem and is there any way to somehow fix it?

I am connected via a router. Even if i direct connect to my modem i still have the problem.
 
Is your modem, router and network card all operating at full duplex?

Check to make sure as this may be your problem.
 
Sounds normal to me (except the 2k/sec part). I bet you are actually uploading as fast as you are allowed. Because of this, while this is happening, you aren't able to send requests to servers to view pages, and your TCP ACKs can't get thru to acknowlege packets that you do get.
