Distribute CPU power?

Is there a way in Windows XP, or with third party software, to set a certain percent of cpu power to go towards a program?
 
Try Ctrl-Alt-Delete and Processes Tab... right click and set priority....

Two things...

First, there is this old magic:the gathering game that thought no person would play it beyond a 100 mhz machine. With the 1.8ghz xp that i am currently using, the game goes to ungodly speeds, even at the slowest setting. I want to make it so that a certain amount of cpu power is sent to it, so it doesn't go into overspeed.

Second, I want the cpu not work as hard as it should, because summer is here, and I don't want my cpu to overheat.

And yeah, underclocking your CPU works too. I realized I really don't use 3 GHz (P4) to run anything so I underclocked it to 2.3 GHz and temps were shaved off by a good 5 to 10 C. You could underclock it then set your priority to the lowest too. I don't know if that makes the game any slower though.
