compaq notebook wont start

I have an compaq that wont start and warranty is up. When i press the power button the light comes on and the fan turns on for a sec then goes off, an dhten i hear nothing. It sounds like the only thing happening is the floppy drives makes a noise. I think if the hard drive was gone it would still let me get into bios. I know i can salvage some of the parts (cpu, hard drive) but would like to get this thing workin if i can. Any ideas? I know the cpu is getting power cause it heats up, beyond that im lost. If anyone has any ideas id really appreciate them, already took it apart but cannot find any problems. thanks
