Cheapest used Android phone just for apps

I don't think so.
What type of apps are you wanting to use?
What is the max you want to spend and how long do you want to keep it?
Maybe a budget Samsung?

I set os ver to 12,13,14 and max price to $100, but realistically you could probably go lower on both. Samsung is generally good, but I don't like their cheaper phones. That said, them, nokia, motorola, and oneplus are good bets. Pick one with 4gb ram if you can afford it, and at least 64gb storage if it has no SD card slot.
 
You can also get a TextNow SIM card for a buck or so or if you're on WIFI just you their app, if you need a disposable # if you don't want people to know your main.
 
Prepaid phones at Walmart, Target or their online stores. $50 will get you a 2023 with a newer Android, which will keep the phone (tablet) useful for a longer time. They do not have to be activated, you can log into your google account, have full use of Play store and apps, full use as a wifi tablet.
