Smells like bad cheese to me....with all of the 9/11 controls put in place, I don't think this will fly. There would be nothing stopping anyone from shipping anywhere.
There would also be a problem with the CC transactions since the shipping and physical address would have to match.
The biggest drawback would be the shipping expense from Florida to wherever at the other end of the world. You may save a little overall, but I don't think it would be substantial.
