Building new Rig (video editing NO gaming) - Right NOW or wait for BF or CM?

I CAN wait until next week, but my current setup reboots every 3 hours. I swapped the PSU and same thing. I don't have other parts to test everything. Plus this old build is pretty slow in editing video so I need something soon anyway.

Samsung 970 EVO 2tb (Premiere Pro Projects, cache, export)

I have monitors, keyboard, mouse, power supply, and AnecP280 case. I have a Cool Master 212 CPU fan if i could reuse I will. I do not plan on overclocking unless it's super easy and very little stability issues.

Budget is roughly $2,000 (I could go over by $200 max. Again I DO NOT Game at all. Thoughts on the build? I have a WD 4TB black drive for my files and exports and that backs up to a 32tb Synology Raid Array.

I would like to keep it as inexpensive as possible yet still maximize my budget.

AMD 2700X seems good if you want value at 300$ / cpu (9900K at 750$ over on Amazon is not 2x the speed)

Threadripper 2920X if you want more performance at roughly the same price point (CPU is cheaper, has more cores but the motherboard will probably be more expensive)

Threadripper 2950X for probably a massive upgrade.

I don't have the numbers on Premiere Pro but rendering in general seems to like more cores.

That's unless you don't like AMD.
