He doesnt do any gaming altho im trying to get him into WoW, Crysis, and Assasins Creed.

Needs a solid video card, something within the 100-200 rangs im sure he'd be happy with
 
- Definitely get the WD6400AAKS hard drive.

- Ditch the PSU unless your dad likes to buy crap. Go with this significantly better quality PSU instead:

- Ditch the RAM. At $40, that is way too much for a 2GB set. And no you should not count the rebate until that rebate check is in your hands. Rebates can still be lost, ignored, forgotten or rejected even if you do everything right. As such, they are not a guaranteed discount. For $40, I recommend this RAM set:
G.Skill F2-6400CL5D-4GBPQ 2 x 2GB DDR2 800 RAM - $40

- Cheaper DVD drive:

- Since you are planning to get a graphics card, I recommend getting this better quality CPU/mobo combo:

- Ditch the HSF unless your dad lives in a hot place or plans on overclocking. If both, I recommend getting this HSF instead:

9) What features do you need in a motherboard? RAID? Firewire? Crossfire or SLI support? etc.

I have almost the same monitor, it's a 22in HANNS-G though mine has DVI and VGA instead of HDMI. I just got it last month, and for the price of $125, I can't complain.
