I get cas15 at 2933 with two 8GB sticks (ripjaws v iirc), and higher although unstable. 15 at 2133 is rather unimpressive, although noteworthy if you can manage with all 8 sticks. Certainly they can be pushed farther, since they're only 1.2v stock. Could be a deal for the right person.

14 and 15 is actually low for any speed memory. bad 2133 memory will start out at 16 and 17 sometimes, the cheaper stuff.

My memory came in today. Client is really happy. He got 128GB DDR4 @ 2666, I put a mild OC on it and accepted his $700 payment
