I need some kind of software that I can put on all machines or on a server, that will block all websites unless its one of the ones listed in a white-list.

Also I would like to be able to give certain users less-restricted rights via their IP address. All machines have a static-ip

You just need run of the mill Web proxy software. Depending on your needs, anything from Squid to ISA Server 2004.

You could accomlish this using group policies and the security zones in IE. You could besically restrict everything but the trusted sites. Add the sites you want to allow to the trusted sites. Then remove people's ability to change it.

You can use software restrictions in a group policy to disallow every zone but the Trusted Sites.
