CoolBits or RivaTuner are good. CoolBits has a really good Auto Detect feature and RivaTuner has alot of other tweaks. CoolBits doesn't like to hold the clocks on the current drivers though.
Just like above ^^ I use a combination of Coolbits2 and rivatuner. Coolbits to get an idea of what my oc is going to be and then Rivatuner to lock it in.
