I have a fan controller on one were you can adjust the volts to werever you want (check with a meter). The other ones have a big resistor in the power wire so that it doesnt allow so much power to flo to them.
My computer is extremely quiet and I would tell you to get a Seagate Barracuda V. I have 2 120 gig's of these and they are extremely quiet. I also just bought a 200 gig Barracuda Seagate drive from CompUSA for $100 and that is pretty quiet to. You can hardly here a thing with my side panel on.
I love being able to sleep easy and have my computer on at night.
