I feel like the jump from 3600X to 3700X isn't going to give you that big of a boost, certainly not any kind of future proofing. You might find in highly threaded games, but it'll be a while still before 16 threads are utilized for most. I'd suggest maybe waiting for the 3000XT series to drop...
I suspect we'll see it go even lower, closer the $389 MC's have it at now, and I wouldn't be surprised if it drops closer to $375 or $350 once 4000 series hits shelves.
I've currently running a 1700X I can run at nearly 4GHz if I want to, so I figure it's not worth upgrading to another 8C16T cpu, yet. I'm going to wait until he 4000 series comes out, and then either go for a 3900X or a newer CPU, depending on the change in price/performance.
I'm lucky, it's only an hour from my house, and well worth the drive. I enjoy killing an afternoon or evening looking at all the gear. I also like supporting the local retailer, I'll be very sad if MC goes the way of Fry's...

You said 125FPS, and when you said "everything maxed out on a 4K tv" the most reasonable assumption would be that "Maxed out" in this context would be at 4K.
This can't possibly at 4K. I'm guessing 125Hz @4K would be difficult for a 2080 or 2080TI. Regarding the 2000 clock speeds, I think that's well within the capabilities of a higher end 1070 with a good liquid or even air cooler, nothing crazy. I get mine up to 2063 using the auto-overclock system...
Really? What games/settings are you using? I had to turn a bunch of stuff down with my 1070 (with clocks slighty higher than that, like 2063, can't remember the RAM speed right now) to keep 144 Hz at 1440p in Titanfall 2.
