Still got my 4770k going in an NCASE M1 v1 from the initial batch. I've upgraded the GPU but have found no reason to upgrade the CPU yet. I'd definitely go team red with an Accelero 3 cooler and some Noctua fans.
A few articles have mentioned a part number for an ASUS low profile model for both this and a 1650ti (!!) so I'm sure we will be seeing low profile models soon enough. THAT'S what the SFF community wants :)
The low profile 1050/1050 ti cards just draw 75w through the PCIe lanes and would likely be compatible. They are all dual slot though, is there room for a dual slot half height card? I'm guessing the 1030's are the same size, but would be cheaper.

OP - what about tapping into the GPU fan header? This PSU is only powering a GPU so it stands to reason that as GPU temps increase the PSU load increases as well.

There is no Noctua NH-C12S, it is the Noctua NH-C12P, but that has also been discontinued. The Noctua NH-L12s is the current 120mm top/down cooler but it is super low profile and not nearly as beefy as the old NH-C12P (which also had a "SE14" version that came with a 140mm fan)
Thanks! My low-noise adapter from Noctua allowed Furmark to run for 10 minutes before it hit the thermal limit so maybe Heaven or Superposition will be acceptable. I'll try out some tests, then try swapping fan airflow direction, then try more drastic measures.
The fans need to be 80mm slim fans, and the Noiseblockers are considered very high quality and well performing fans for their size. The fan header on the graphics card is only 3 pin, so I assume "30%" correlates to a voltage and that voltage is spinning the fans at closer to 60-70% of their max...

I've got a C12p SE14 cooling a stock clock 4770k. I even upgraded the fan to the newer 150mm circular Noctua that uses 140mm fan mounts. It stays nice and quiet under any real workload or game, but it hits 100c in prime95 small ffts if that matters for you.

I have the 2400g and ASRock b450 combo and am very happy. Are you gaming at all? If not, drop to a 2200g and get slower RAM. 2x4gb ddr4-2400 can be had much cheaper and is perfectly good for HTPC if you're not gaming (or just playing party games like jackbox or worms).

I like my Realan Ei7 for living room PC duties. Small, with room for a large cooler.
ITX motherboards may have a better audio output solution than the NUC. Although this doesn't matter much if you're just sending the receiver digital audio or using a USB DAC
RE: power supply size
My old Silverstone 450W SFX Gold PSU powered a 4770k and Vega 56 so I'm sure you will be fine with the Corsair 600W.
That said, Silverstone has a 650W SFX PSU and I'm very happy with mine.
