Your immediate problem seems to be any dedicated video card that is driver compatible with windows 7 64-bit. Any video card that runs off of windows 7 installed drivers or even worse none will run like crap no matter how much horse power it has.
According to the referenced article, the modding matches the performance of the 6950 to a 6970, but the watt consumption isn't. That's a good thing. Lol.
