Sorry for taking so long to respond, but I've been on vacation. The AMD Processor forum has been invaluable in helping me overclock this processor. In particular, the sticky and this thread have some good info.

My settings for 4 GHz are: Cool 'n' Quiet on, Turbo Core off, 13.5x multiplier, 300 MHz bus speed, 2100 MHz HT Link speed, 1600 MHz RAM speed, and 3000 MHz NB frequency. I had to bump voltage a little bit to 1.4v for it to be stable.

You want to keep the CPU under 62c (I use Core Temp to monitor temperatures in Windows) and the voltage under 1.55v. For stability testing, I do 20 passes using Intel Burn Test.

Good luck! If your chip does 3.9Ghz, there's a very good chance that it'll hit 4.0Ghz with some minor tweaking. If you have any more questions, let me know or start a topic in the AMD Processor subforum.
