Won't install GTA Vice City

I just bought this game at walmart for ten bucks.

I get home and try to install it and I get this message:

The wrong volume is in the drive. Please insert volume GTA_Vice_City into drive E:

Canel Try Again Continue

It came with two CDs, this message comes up after I put in the 2nd disk.

What gives?
 
Best I could figure:

- Check to make sure you have both a Install disc and Play disc. Check it in explorer to make sure it's not mislabeled or anything

Did the message come up during installation or before? If it was during installation, try both discs, maybe the installer missed some data. Otherwise, I'd just return and get another copy. Hope this helps.
