32 is kinda hot, but not bad. Any hotter than that and that's probably getting a little high. The idea of case cooling is to get it to ambient temps. 32C is about 90F, and your room isn't 90F, is it? Didn't think so. In the end, as long as your system still functions (your CPU isn't getting too hot, which only really matters if you're OCing) it's all good.
it all depends on where your system temp sensor is. Sometimes the sensors are in dead areas while others can be in nice ares with lots of air flow. I wouldnt bother comparing sytem temps unless you have the same motherboard as other people. You can have two computers in the same room with different system temps. Find someone with the same motherboard as you and then compare to theirs. It all depends on what kind of airflow you have going through the area where the sensor is
