tuner card that does digital?

I am wondering if there is a tv card out there that can decode digi cable. I would like to get a card that can decode digi cable so I can surf the net and watch tv. So far, I have not found anything that advretises. I talked to a friend about it, and he said that as far as he knows, there is none out there, I know he likes to use his box as a pvr, so, I know he is pretty reliable, but, I thought I would ask a larger audience
