Repair a Power Brick? emergency..

Just got a Dell notebook power brick brought in and it's an emergency. I need to know if I can repair it. The cable ewas chewed through. I cleaned the edges and was about to butt-connect it but I looked and it seems as if the cord is layered" It has a large copper outer ring, then a plastic ring, then another copper ring, then plastic ring, then copper center. Should assume it's not good for all of them to touch? :D

Sorry, I don;t feel like dying while repairing this thing. Can I just butt connect them together or not?

Which cable? The AC line cord that connects from the wall to the brick, or the DC output cable that connects from the brick to the laptop?

It was the DC cable. I stripped all three layers of copper, making sure not to cut through the sheath and connected them all. It works :D

Were the copper layers carrying power or were they just shielding?
